Jacob de Witt (known as the Judge) is an immortal Bludhaven-based serial killer whom Dick Grayson has faced several times throughout his superhero career as Robin and Nightwing.[1]

By currently unknown means, he's capable of compelling others to commit heinous crimes by speaking names of former, Supreme Court judges.[1]
